U.S. Coast Guard Commander (Ret.) Dr. Smith has more than 50 years of experience in aquatic safety. Following his commissioned career in the U.S. Coast Guard, Dr. Smith launched Smith Aquatic Safety Service to provide aquatic safety training, as well as expert witness testimony and accident reconstruction and related services for cases involving water and boating accidents. In addition to earning the U.S. Coast Guard Achievement Medal and Meritorious Service Medal for work in boating and anti-drowning activities, Dr. Smith has received honors from the Royal Air Force, American and Canadian Red Cross, and the National Safety Council, among others. He has been certified as an associate instructor for educational institutions in seven different states. In addition to teaching and lecturing extensively on aquatic safety and aquatic accident causation and prevention, Dr. Smith provides commentary for TV, radio and print media. He authored the book “Water Rescue: Basic Skills for Emergency Responders” and several USCG publications, including rewriting the USCG Aids to Navigation Manual. Dr. Smith has more than 35 years experience providing expert consulting services on more than 600 cases involving aquatics, boating and Jones Act maritime law.
