Dr. Lybarger has more than 45 years of experience in the mental health field, including serving as director for regional health centers and treatment programs. He has extensive training and experience in health and human service management, special education, and regulatory compliance in private and state psychiatric facilities, community and residential mental retardation programs, therapeutic foster care, assisted living centers and nursing care centers. Dr. Lybarger has authored numerous articles and presentations on a variety of mental health and behavioral topics. He has provided expert witness consulting services for more than 100 cases, specializing in standard of care opinions related to quality of care and treatment provided by health, education and human service agencies.
