A licensed professional engineer and certified National Highway Institute Instructor, Mr. Gallivan has more than 45 years of technical expertise in pavements and materials. As an asphalt pavement engineer for 42 years with the Federal Highway Administration, Mr. Gallivan conducted forensic evaluations, and helped develop and advance new technologies such as intelligent compaction for soils and asphalt materials and in-place recycling, including cold in-place recycling, cold central-plant recycling, and full depth reclamation. For his work, Mr. Gallivan received multiple awards, including the Federal Highway Administration’s Career Achievement Excellence Award in 2013 and Distinguished Service Award in 2014. He was the principle author and instructor for FHWA for  warranty training seminars, presented to state and local government representatives nationwide.  He also conducted quality assurance workshops focused on statistical specifications such as Percent Within Limits (PWL) in 26 states. Mr. Gallivan’s current consulting work includes project development, pavement design and construction field support for agencies and contractors, as well as pavement evaluation and forensic evaluation. A prolific author, his work includes 32 peer-reviewed published research papers for the Transportation Research Board, Association of Asphalt Technologist, Federal Highway Administration, and a variety of international groups.
